I feel a lot of pressure to do the polite thing and say fiction writers should write whatever they want. This pressure stems from the fact that I am inherently insulting writers by limiting their imaginations and telling them their imaginations *are* limited when it comes to imagining race. I?ve been told as much by writers when I broach the topic of writing characters of another race.

One specific response to my wariness about writers writing characters of another race has been, ?That is such bullshit! That?s the PURPOSE of fiction?we?re supposed to make anything up, and nothing is off grounds. Why can?t I, a white woman, write from a black person?s point of view?? (This writer is married to a Famous Writer whose long awaited book includes characters of different races; said Famous Writer is white and writes from a black person?s point of view in his most recent novel).

Here?s the thing: writers often do each other a disservice by being polite instead of speaking their truth. We don?t make each other better by offering up platitudes. We make each other better by offering up our specific truths and subsequent challenges.

And well?it?s been awhile since I pissed people off, so I guess I?ll take a risk here and say that I don?t think writing characters of another race should be any sort of dalliance. If it is in any way, don?t write them. Writers should tread very carefully and thoughtfully (as they always should) when writing another race, because there is the added weight of social responsibility in that very act.

If you think social responsibility doesn?t belong in fiction, then that?s another place we might differ. Ever read Arthur Golden?s Memoirs of a Geisha? It?s bad. It?s so bad that the geisha upon whom he based the book sued him for misrepresentation. And speaking of geishas, ever read Breakfast at Tiffany?s by the brilliant Truman Capote? Even Capote misstepped with the Japanese American Mr. Yunioshi (and don?t even get me started on the movie?s (and Mickey Rooney?s) very shrill and racist representation of the character with coke bottle eyeglasses and buck teeth). Or the recent controversial book The Help by Kathryn Stockett?criticized for its stereotypical portrayal of its characters of color. These are only one of many books in which writers wrote outside of their race and failed, because of writerly thoughtlessness.

To be frank, failing at writing characters of another race?and by failing I mean being thoughtless and insincere and not aiming to understand or empathize?comes off like doing Blackface. The only ?successful? Blackface I?ve ever witnessed is Robert Downey, Jr. in ?Tropic Thunder? and that was done completely as satire.

Literature should strive to tell the truth, and by turning a blind eye to social responsibility (and I?m not talking about making heroes out of our own race or other races?but about being genuine and authentic and multi dimensional and true), writers do harm with their writing. Thoughtlessness should be the last thing writers convey about any matter, and I don?t think thoughtlessness about racial identity should be excused.

I think that it?s nearly impossible to understand another race without BEING the other race, but if you are determined to write a character of another race, at least do the research. Travel. Live abroad. Live the life of. And still, realize you don?t assume the life of.

There was one woman in my MFA program years ago who insisted she could and should and would write whatever she wanted. This, after a heated class discussion in our craft of fiction class (incidentally taught by a writer of color) about writing outside our race. In that discussion, the class was divided between writers who felt that writing outside of our race was a singular matter of imagination versus writers who pretty much felt, ?Noooo waaaay.? During that discussion, another (white) writer even went as far as to say, ?Writers of color are so lucky. Your stories are so much more interesting. I wish I were a person of color as a writer. You have an advantage.?

I replied politely (I regret this), and murmured ?That?s not true.?

The writer who left the class saying she was determined to write a character of another race? She wrote a first person POV piece where a Chinese male protagonist spoke Ching-Chong-ese (ah-so!) and submitted it to workshop. The professor-of-color leading that workshop was not amused. Classmates were horrified. I am not sure she proved her point.

I can?t help but notice that it?s mostly white writers who get angry when I say I have deep misgivings about writers writing chars of another race. (The woman who wrote the Ching-chong-ese piece was also white). I am not sure why this is. Why this need to appropriate race?

There is also the corollary thought that since minority culture has to live within the majority culture, it might be more possible for minorities to write majority characters?i.e., white expats living abroad in for example, Asia, might have better understanding because their lives are immersed in another culture. Or people of color in the United States might have better understanding of white culture. Not necessarily so, but possibly so.

In my opinion, the majority culture has a harder time understanding the minority on a deep level required for synthesizing great fictional characters than it is for the minority to understand the majority population. I don?t think Korean people in Korea, for example, understand mainstream (white) American culture. But vice versa? Perhaps. And people of color in America? Perhaps.

Maybe for some of you, the above is a matter of fact. It is definitely a matter of fact for me. But every time I bring this point up to someone in the majority (white) culture, I am often met with indignant surprise. And that disturbs me; that someone thinks they understand but does not.

This is not to say that ex-pats living abroad don?t have a minority experience in which they can absorb a new culture. To that end, I think most women write men better than men write women. (Maybe that?s the downfall of Arthur Golden?he not only failed while writing Memoirs of a Geisha at representing and writing Asian characters?he failed at writing female characters).

So take a minute before you think you have ?the right? to write characters of another race. It isn?t ?a right.? But you could make it an act of privilege and do right. And good luck.

Its latest raid resulted in the seizure of 23 dogs, with two American Pit Bull Terriers that come from bloodlines associated with international dogfighting operations. The agreement aims to formalize and strengthen the collaboration between SENASA and Humane Society International, which will be implemented through awareness campaigns and training with international experts on topics such as responsible pet ownership, animal cruelty report management and welfare of production animals,? said German Rojas, director of SENASA.

?Our collaboration with SENASA will allow us to more effectively work with Costa Rican authorities to crack down on animal fighting and promote animal welfare in general,? said Cynthia Dent, regional director for HSI-Latin America. ?Humane Society International is very excited about this groundbreaking partnership.?

Following the official signing, HSI and SENASA held their first joint training session with personnel from SENASA and law enforcement receiving training to adequately deal with cockfighting and dogfighting, including investigating and breaking up animal fighting operations.

Animal welfare is a global issue, and one of increasing relevance in developing countries, where governmental institutions and NGO?s are key players. It is because of this that SENASA is entering this partnership with HSI, an international organization with over 50 years of experience in the field of animal welfare. This collaboration can become the cornerstone of a new era of improved animal health, welfare and public veterinary health.

I Hate SPAM

I am one of those people who absolutely detest SPAM. Spammers are unscrupulous, dishonest people too dumb to use proper Internet Marketing techniques. For me, annoyance turned to disgust when a genealogy forum I created became inundated daily with spammers, including porn. Every day, I removed the spam only to have it show up the next day. Finally, I tracked it down to a company called SEO Profiler who spread their client?s garbage wherever they could over the internet. I had to threaten them with a lawsuit before they would stop.

The laws that finally came into effect regarding spamming saw a rise in the hijacking of someone?s email address so that they could use that email address and not be subject to the law. Many of us have had to change our email address due to this.

How do spammers get our email address?

There are email address spiders that search the web and harvest a list of victim's email addresses that they find in various places. Another method is to send out ?tribute? and ?inspirational? emails. ?If you respect our troops?, ?if you love Jesus?, ?if you are my friend?, ?if you hate bullies?, etc., send this on or send it back to me to show you care.

How to prevent your email address being hijacked

I know that pretty well every one of you have friends or loved ones that are simply not very internet savvy. If you send some of these folks jokes or cool things to watch, there is a good chance that they will forward your email to others. Thank you for using BCC (Blind Carbon Copy) instead of "To" and "CC" when sending group e-mails. This helps prevent SPAM & hackers.

I received a SPAM this email morning. The creep used my friend's email address to disseminate it and it was just a single link to a "Raspberry Drops" SPAM web site. The spammer had used a copy of the Fox News website to try to fool people into thinking they had published the article. This incredibly intelligent person left the O out of the web address to pretend it is from Fox. When you go down the page and try to leave a comment, of course, it does not work and more than the raspberry drops would. Also, each of the links at the top go to a "buy my raspberry crap" page.

Not long ago, I switched to Gmail and found it to be very good at detecting and preventing SPAM. If a SPAM email does get through, click on the ?mark as SPAM? and everyone else on Gmail will be protected in the future from this same email.

There is a never ending list of trolls, thieves and unscrupulous people out there on the web. So, protect yourself and others as much as you can.

(AP) ? Garth Brooks promised he'd be emotional during his Country Music Hall of Fame induction. But the tears started before he made it all the way into the building.

Reflecting on personal heroes George Strait, Bob Seger and James Taylor on hand to salute him Sunday night, Brooks teared up as he spoke with reporters on the red carpet. He only got more emotional as the night went along.

"I moved to this town for one reason and that was to get 'Much Too Young to Feel This Damn Old' cut by George Strait," Brooks said before the ceremony as his eyes began to redden. "That's what George is singing tonight. It's gonna be so cool. I'm a fan. So I get to be a fan tonight."

Brooks was inducted along with trailblazing singer Connie Smith and keyboard player Hargus "Pig" Robbins, whose rolling signature sound has adorned countless hits across the radio dial.

It was a night studded with stars. Strait, Seeger and Taylor played for Brooks, dubbed "the mighty Garth" by Robbins. Lee Ann Womack, the Quebe Sisters and The Whites saluted Smith. Merle Haggard provided her induction speech.

Ronnie Dunn serenaded Robbins with a version of George Jones' "White Lightning," the first No. 1 hit Robbins played on in 1959, while simultaneously drinking moonshine from a Mason jar. Ronnie Milsap, who like Robbins is blind, joked "Pig and I are driving home tonight," before joining Robbins on "Behind Closed Doors."

Robbins is one of the most widely recorded session players in Nashville history, though his reputation spread far beyond Music City's borders. From Jones and most of his country contemporaries to rock 'n' roll pioneers like Bob Dylan, Neil Young and J.J. Cale, he worked with some of the most dynamic artists in music history. His sound defines some of pop music's most memorable songs as well, which Crystal Gayle reminded everyone by singing "Don't It Make My Brown Eyes Blue."

"If we listened to every hit record he played on, none of us would live long enough to make it to the end," Charlie McCoy said during his induction speech for Robbins.

Robbins also played on Smith's early recordings shortly after she arrived in Nashville.

Smith recounted before the show how she won a talent contest in Columbus, Ohio. Bill Anderson heard her sing and less than a year later she had her first hit, "Once a Day," which became the first debut single by a female country artist to reach No. 1. It sat atop the charts for eight weeks.

She inspired a generation of singers just as she was inspired by singers like Jean Shepard and the late Kitty Wells, whom she now joins in the hall of fame.

"Jean Shepard went in last year and she said, 'I hope they hang your plaque next to mine,' and I don't think I could have a better compliment that that," Smith said.

Wherever they decide to hang Brooks' plaque will quickly become the most visited spot in the museum. Selling out stadiums, drawing more than 750,000 fans to Central Park, hosting "Saturday Night Live" and earning his own TV specials, Brooks rose from playing for tips in Oklahoma bars to becoming a pop culture phenomenon who started fashion trends, changed the concert business and is still imitated endlessly despite a decade of semi-retirement.

Name just about any trophy, lifetime achievement award or honorific, and Brooks can claim ownership. He balked, though, when informed he'd be inducted into the Country Music Hall of Fame last spring because of all the greats he thinks should go in ahead of him. But there's no denying Brooks' place in not only country music history, but American pop music as well. The third best-selling artist in U.S. history with more than 128 million albums sold, he helped take an oft-maligned genre of music to the world.

As Strait said during his induction of Brooks: "He blew it up, man."

And fans are still breathless in his company. Hundreds lined up outside the hall of fame in anticipation of the 50-year-old singer's arrival with wife Trisha Yearwood, holding signs and cheering. The shouts were just as loud during the ceremony.

Brooks gave a speech that included thanks to friends, family and industry professionals who helped him along the way. And he told the story of how Taylor, Seeger and Strait affected him at the points they entered his life. He remembered hearing Strait for the first time while visiting home after his freshman year in college.

"Unwound" came on the radio and it changed everything.

"From that point forward I knew what I wanted to do with the rest of my life," Brooks said. "I wanted to be George Strait so bad, man. And I have to say now, 20 years in the business under my own name, thank you very much, I still want to be George Strait so damn bad."

ABU DHABI (Reuters) - A policeman in Bahrain was killed and another critically injured in a bomb attack while on patrol south of the capital Manama, security officials said on Friday, as further unrest convulsed the Gulf Arab kingdom and close U.S. ally.

Bahrain, where the U.S. Fifth Fleet is based as a bulwark against Iran, has been volatile since majority Shi'ite Muslims began protesting against alleged discrimination last year.

Those protests were initially crushed by the kingdom's Sunni Muslim monarchy, with martial law and help from Gulf neighbors. However, smaller scale demonstrations have since resumed and anti-government protesters clash with security forces several times every week in the small island country.

The policemen were attacked in the village of Akr late on Thursday by rioters with petrol bombs and an unspecified "explosive device", the information authority said in a statement, citing Major General Tariq Hasan al-Hasan, the security chief.

One policeman died of his injuries on Friday morning while the other was in a critical condition, it said. An investigation was underway to find the assailants, Hasan said.

Earlier on Friday, Bahrain's interior ministry described the incident in the mostly Shi'ite village as a "terrorist attack".

Thousands of people attended the policeman's funeral in the mainly Sunni area of Rifaa on Friday afternoon, witnesses told Reuters.

Some mourners shouted "Down, down with Issa Qassim", in reference to Sheikh Issa Qassim, a spiritual guide to Shi'ites in Bahrain. Qassim is not connected to any party but led a pro-democracy protest of some 100,000 people in March.

Bahraini police have been the target of such bombings several times in the past year, most recently in May when four policemen were wounded.

Shi'ites complain of discrimination in the electoral system, jobs, housing and education and say they are mistreated by government departments, the police and the army. Government promises of action to address their concerns have come to nothing, they say.

An anti-government demonstration attended by thousands and organized by the main al Wefaq opposition bloc on Friday afternoon west of Manama passed off peacefully, witnesses said.

A commission of international legal experts reported in November that torture had been systematically used on protesters to punish them and extract hundreds of confessions. It recommended reviewing activists' jail sentences.

Bahraini authorities accuse regional Shi'ite power Iran of encouraging the unrest and have promised a tough response to violent protests as talks with the opposition have stalled.

Over time the human discovers the previously ignored beauty of the ecosystem and learns to respect the environment; which enables the female to grow attracted to him. The female is conflicted, though, and consults with her wise parent, an important elder of the natives. The human continues to learn the native ways, culminating with taming and flying on the native flying animals. The massive wave of normal sized humans then arrive in giant machines to harvest the resources. The movies climax when the protagonist fully changes sides and defends the environment from the encroaching humans, using his knowledge of the human systems and ways to organize the natives to defeat the invaders. The female finally acknowledges her love of the male.

Even the scenery is the same. Both movies have large trees that are important to the natives. Both feature loops of stone reminiscent of magnetic flux lines.

The only thing missing from Avatar is the Robin Williams character, Batty. The human sidekick in Avatar isn't nearly as humorous.

Talking to Justice Ruth Bader Ginsburg

Three years ago, I interviewed Justice Ruth Bader Ginsburg for the New York Times Magazine. At one point, we talked about the lack of Medicaid funding for abortions for poor women, because of a 1980 Supreme Court decision called Harris v. McRae. She said then:

The ruling surprised me. Frankly I had thought that at the time Roe was decided, there was concern about population growth and particularly growth in populations that we don?t want to have too many of. So that Roe was going to be then set up for Medicaid funding for abortion.

I didn?t ask the follow up question that would have given Ginsburg the chance to clarify what she meant?to explain who was concerned about population growth at the time, and in what context. Because I didn?t do that, some conservatives pounced. From Jonah Goldberg in the National Review:

Left unclear is whether Ginsburg endorses the eugenic motivation she ascribed to the passage of Roe v. Wade or whether she was merely objectively describing it. One senses that if Antonin Scalia had offered such a comment, a Times interviewer would have sought more clarity, particularly on the racial characteristics of these supposedly unwanted populations.

To imagine that Justice Ginsburg would endorse eugenics as a motivation for supporting legal abortion, you have to be out to get her. I say that because this notion is so entirely at odds with her life?s work advocating for equal rights for women, especially poor women. That?s why it didn?t occur to me at the time. It?s a gotcha, and nothing more. And for the record, I?d be just as loath to impute support for eugenics to Scalia, because he?s also never done anything to suggest that he thinks that way.

Still, yes, mea culpa?I should have sought more clarity, because that?s what journalists are supposed to do to clear up confusion, however misplaced. On Thursday I had a chance to do that, in an interview I did with Justice Ginsburg before an audience at Yale College. I read her back her 2009 quote and asked her what she meant by it.

?Emily, you know that that line, which you quoted accurately, was vastly misinterpreted,? she said. ?I was surprised that the court went as far as it did in Roe v. Wade, and I did think that with the Medicaid reimbursement cases down the road that perhaps the court was thinking it did want more women to have access to reproductive choice. At the time, there was a concern about too many people inhabiting our planet. There was an organization called Zero Population Growth.? She continued, ?In the press, there were articles about the danger of crowding our planet. So there was at the time of Roe v. Wade considerable concern about overpopulation.?

I asked if she was talking about general concern in the society, as opposed to her own concern or the concern of the feminist legal community. Ginsburg said yes, and then returning to the issue of whether Congress could restrict Medicaid from covering abortion, added, ?But I turned out to be wrong. Not too long after Roe v. Wade??in Harris v. McRae? ?the Supreme Court said it was OK to deny Medicaid funding for even therapeutic abortions.?

I asked if the idea of a link between concern about population growth and the court?s rulings on abortion turned out to be wrong. Justice Ginsburg said yes, stating the obvious: After all Roe v. Wade and the decisions that came after it are rooted in the right to privacy.

The history lesson is this: There was a feminist women?s rights argument for legal abortion in the 1970s, which the Supreme Court accepted in Roe v. Wade. And there was a separate and distinct argument about preventing population growth by being pro-abortion, made by groups like Zero Population Growth, which the court did not accept, not in Roe and not later. Justice Ginsburg herself has never made a population control argument for abortion. These were two different rationales promoted by two different movements. Justice Ginsburg touched on this today as well. She said that in the 1970s, when the ACLU women?s rights project sought funding from the Rockefeller Foundation?one of the groups worrying about overpopulation?the foundation ?was not interested in the women?s rights business.?

Justice Ginsburg also made it clear today that the issue she had in mind when we spoke in 2009 was concern about population growth among all classes (and races). In the end, if that concern has a legacy, it?s in the promotion of contraception. But of course social conservatives never want birth control to be the focus of a discussion about reproductive rights, because on that ground they lose.

Two (more fun) tidbits from today?s interview: Justice Ginsburg failed her driving license test five times. And if she hadn?t gone into law, she would have wanted to become a diva?an opera singer. But when she was a child in elementary school, and the robins were divided from the sparrows, she was always a sparrow.

Boy Scouts' 'perversion' files set to be released

(AP) ? Confidential files kept by the Boy Scouts of America on men they suspected of child sex abuse are set to be released after a two-year-long court battle.

The anticipated release of the files on Thursday by Portland attorney Kelly Clark will reveal 20,000 pages of documents the Scouts kept on men inside ? and in some cases outside ? the organization believed to have committed acts of abuse.

The court-ordered release of the so-called perversion files from 1965 to 1985 has prompted the organization to pledge that they will go back into the files and report any offenders who may have not been reported to the police when alleged abuse took place.

That could prompt a new round of criminal prosecutions for offenders who have so far escaped justice.

The Scouts have, until now, argued they did all they could to prevent sex abuse within their ranks by spending a century tracking pedophiles and using those records to keep known sex offenders out of their organization.

The Scouts began keeping the files shortly after their creation in 1910, when pedophilia was largely a crime dealt with privately. The organization argues that the files helped them track offenders and protect children. But some of the files released in 1991, detailing cases from 1971 to 1991, showed repeated instances of Scouts leaders failing to disclose sex abuse to authorities, even when they had a confession.

A lawsuit culminated in April 2010 with the jury ruling the BSA had failed to protect the plaintiff from a pedophile assistant Scoutmaster in the 1980s, even though that man had previously admitted molesting Scouts. The jury awarded $20 million to the plaintiff.

Files kept before 1971 remained secret, until a judge ruled ? and the Oregon Supreme Court agreed ? that they should be released.

Elevated indoor carbon dioxide impairs decision-making performance

ScienceDaily (Oct. 17, 2012) ? Overturning decades of conventional wisdom, researchers at the Department of Energy's Lawrence Berkeley National Laboratory (Berkeley Lab) have found that moderately high indoor concentrations of carbon dioxide (CO2) can significantly impair people's decision-making performance. The results were unexpected and may have particular implications for schools and other spaces with high occupant density.

"In our field we have always had a dogma that CO2 itself, at the levels we find in buildings, is just not important and doesn't have any direct impacts on people," said Berkeley Lab scientist William Fisk, a co-author of the study, which was published in Environmental Health Perspectives online last month. "So these results, which were quite unambiguous, were surprising." The study was conducted with researchers from State University of New York (SUNY) Upstate Medical University.

On nine scales of decision-making performance, test subjects showed significant reductions on six of the scales at CO2 levels of 1,000 parts per million (ppm) and large reductions on seven of the scales at 2,500 ppm. The most dramatic declines in performance, in which subjects were rated as "dysfunctional," were for taking initiative and thinking strategically. "Previous studies have looked at 10,000 ppm, 20,000 ppm; that's the level at which scientists thought effects started," said Berkeley Lab scientist Mark Mendell, also a co-author of the study. "That's why these findings are so startling."

While the results need to be replicated in a larger study, they point to possible economic consequences of pursuing energy efficient buildings without regard to occupants. "As there's a drive for increasing energy efficiency, there's a push for making buildings tighter and less expensive to run," said Mendell. "There's some risk that, in that process, adverse effects on occupants will be ignored. One way to make sure occupants get the attention they deserve is to point out adverse economic impacts of poor indoor air quality. If people can't think or perform as well, that could obviously have adverse economic impacts."

The primary source of indoor CO2 is humans. While typical outdoor concentrations are around 380 ppm, indoor concentrations can go up to several thousand ppm. Higher indoor CO2 concentrations relative to outdoors are due to low rates of ventilation, which are often driven by the need to reduce energy consumption. In the real world, CO2 concentrations in office buildings normally don't exceed 1,000 ppm, except in meeting rooms, when groups of people gather for extended periods of time.

In classrooms, concentrations frequently exceed 1,000 ppm and occasionally exceed 3,000 ppm. CO2 at these levels has been assumed to indicate poor ventilation, with increased exposure to other indoor pollutants of potential concern, but the CO2 itself at these levels has not been a source of concern. Federal guidelines set a maximum occupational exposure limit at 5,000 ppm as a time-weighted average for an eight-hour workday.

Fisk decided to test the conventional wisdom on indoor CO2 after coming across two small Hungarian studies reporting that exposures between 2,000 and 5,000 ppm may have adverse impacts on some human activities.

Fisk, Mendell, and their colleagues, including Usha Satish at SUNY Upstate Medical University, assessed CO2 exposure at three concentrations: 600, 1,000 and 2,500 ppm. They recruited 24 participants, mostly college students, who were studied in groups of four in a small office-like chamber for 2.5 hours for each of the three conditions. Ultrapure CO2 was injected into the air supply and mixing was ensured, while all other factors, such as temperature, humidity, and ventilation rate, were kept constant. The sessions for each person took place on a single day, with one-hour breaks between sessions.

Although the sample size was small, the results were unmistakable. "The stronger the effect you have, the fewer subjects you need to see it," Fisk said. "Our effect was so big, even with a small number of people, it was a very clear effect."

Another novel aspect of this study was the test used to assess decision-making performance, the Strategic Management Simulation (SMS) test, developed by SUNY. In most studies of how indoor air quality affects people, test subjects are given simple tasks to perform, such as adding a column of numbers or proofreading text. "It's hard to know how those indicators translate in the real world," said Fisk. "The SMS measures a higher level of cognitive performance, so I wanted to get that into our field of research."

The SMS has been used most commonly to assess effects on cognitive function, such as by drugs, pharmaceuticals or brain injury, and as a training tool for executives. The test gives scenarios -- for example, you're the manager of an organization when a crisis hits, what do you do? -- and scores participants in nine areas. "It looks at a number of dimensions, such as how proactive you are, how focused you are, or how you search for and use information," said Fisk. "The test has been validated through other means, and they've shown that for executives it is predictive of future income and job level."

Data from elementary school classrooms has found CO2 concentrations frequently near or above the levels in the Berkeley Lab study. Although their study tested only decision making and not learning, Fisk and Mendell say it is possible that students could be disadvantaged in poorly ventilated classrooms, or in rooms in which a large number of people are gathered to take a test. "We cannot rule out impacts on learning," their report says.

The next step for the Berkeley Lab researchers is to reproduce and expand upon their findings. "Our first goal is to replicate this study because it's so important and would have such large implications," said Fisk. "We need a larger sample and additional tests of human work performance. We also want to include an expert who can assess what's going on physiologically."

Until then, they say it's too early to make any recommendations for office workers or building managers. "Assuming it's replicated, it has implications for the standards we set for minimum ventilation rates for buildings," Fisk said. "People who are employers who want to get the most of their workforce would want to pay attention to this."

Russia's Putin sacks member of Medvedev's cabinet

MOSCOW (Reuters) - Russian President Vladimir Putin sacked a member of Prime Minister Dmitry Medvedev's cabinet on Wednesday after five months in office, asserting his authority over a government some analysts predict will be short-lived.

Putin signed a decree dismissing Regional Development Minister Oleg Govorun, one of two ministers he had publicly criticized last month, and replacing him with Igor Slyunyayev, a former governor of Kostroma region northeast of Moscow.

The Kremlin has dismissed suggestions that Putin was unhappy with the government, but his criticism of the two ministers added to speculation that he could dismiss Medvedev's cabinet, particularly if economic conditions worsen.

It was the first change in the cabinet Putin unveiled two weeks after his May 7 inauguration to a new presidential term after consultations with Medvedev, the protege who served as president during Putin's four-year stint as prime minister.

The decree gave no reason for the dismissal and Putin made no mention of Govorun in a meeting with Slyunyayev.

He told Slyunyayev he had been recommended by Medvedev, in line with protocol, but the move emphasized that Putin holds ultimate authority.

Russia's paramount leader since his initial 2000-2008 presidency, Putin has sometimes used sackings to keep subordinates in line and maintain balance between rival Kremlin factions.

Putin had singled out Govorun and the labor minister for criticism at a budget meeting a month ago. He suggested they had failed to implement decrees he issued upon taking office and urged Medvedev, who was not present, to reprimand them.

He also said the cabinet's draft three-year spending plan had failed to cover his commitments.

Analysts had said after the meeting that Putin was laying the groundwork for the potential dismissal of the government, especially if economic conditions worsened.

Putin told the new minister to pay particular attention to moving Russians out of the dangerously decrepit housing that is a common cause of complaint in far-flung regions, where Putin draws strong support as city-dwellers tire of his 12-year rule.

The Regional Development Ministry oversees housing and utility development programs in the regions, seen as crucial to securing popular loyalty in the course of Putin's six-year term.

"There are many tasks ahead of the ministry but one I would like you to pay a particular attention to: resettlement of people living in decrepit houses in hazardous condition," Putin told Slyunyayev at their meeting shown on state TV.

Locals in the regions say living standards are low and utility rates too high, complaints analysts say Putin, who took office following the largest opposition protests of his rule, may be forced to hear more of in the future.

Sources have also said Govorun, 42, had a difficult relationship with his deputy, St. Petersburg businessman Vladimir Kogan, Putin's friend from his time as deputy mayor of Russia's second-largest city and a member of his inner circle.

Higher-dose use of certain statins often best for cholesterol issues

ScienceDaily (Oct. 15, 2012) ? A comprehensive new review on how to treat high cholesterol and other blood lipid problems suggests that intensive treatment with high doses of statin drugs is usually the best approach.

But some statins work much better for this than others, the review concluded, and additional lipid-lowering medications added to a statin have far less value. And medications, of course, should be considered after first trying diet, weight loss and exercise.

The review, published in the Annals of Pharmacotherapy, examined the range of treatment options for "dyslipidemia," or concerns about LDL cholesterol that is too high; HDL cholesterol that is too low; elevated triglycerides; and other issues that affect millions of people around the world.

It concluded that use of statin drugs, which effectively lower LDL, or "bad" cholesterol, is appropriate for both moderate and high risk patients who have issues with their cholesterol levels, or may already have experienced a heart attack or angina as a result of cardiovascular disease.

But it also found that in most cases simply increasing the statin dose would offer the best protection against serious cardiovascular problems, more so than using other drugs or combinations of drugs.

"Statins are proven medications that can reduce heart attacks and strokes by about 30 percent in the patients that need them," said Matt Ito, a professor of pharmacy practice at Oregon State University, author of the study and president-elect of the National Lipid Association.

"What we looked at here was whether adding other drugs or therapies to the use of statins could further reduce problems, and in most cases the research indicates that they didn't help," Ito said. "What did help was increasing the statin dose to higher levels within the range for which they are approved. And there did not appear to be a significant change in side effects based on any approved dosage."

The goal with what the researchers called "intensive monotherapy," or high doses of just one statin drug, was usually to reduce LDL cholesterol to 100 mg/dL or less -- or 70 mg/dL or less for people who already have coronary disease, diabetes or other special risks. Failing that, the medication goal should be to at least cut the LDL level in half, Ito said.

For intensive monotherapy with an average patient, research indicates that only two of the most commonly prescribed statins are suitable: atorvastatin and rosuvastatin. Others that are "not suitable for intensive monotherapy," the review said, include fluvastatin, lovastatin, pitavastatin, pravastatin, and simvastatin.

All statin drugs, at lower dosages, can have value if less dramatic lowering of LDL levels is needed, the researchers said.

"The reaction to statin regimens varies with the individual, so some of these other drugs may also be able to accomplish the goals we're seeking," Ito said. "These recommendations are based on results with an average patient, but physicians may find some of their patients can do adequately well with other statins, or that they don't need intensive monotherapy."

Statin drugs are generally well tolerated but can be associated with some side effects, experts say, particularly myopathy, or muscle pain and damage. These are some of the factors considered in establishing safe and accepted dosages. Some of the available drugs at their highest accepted dosage have been shown to cut LDL levels more than others, Ito said, and are therefore the best candidates for intensive therapy.

Other medications sometimes given for dyslipidemia were shown to have less value or even pose additional risks, the review found. This includes fibrates to lower triglyceride levels; niacin to lower triglycerides and raise HDL levels; and omega-3 fatty acids that appeared safe, but added little in efficacy to what was already being accomplished with statin drugs.

"We found that only in patients with extremely high triglycerides and very low HDL would use of fibrates be appropriate to use in addition to statins," Ito said. "Otherwise the increased risks outweigh the benefits, especially in women."
